These were built as fresh air tenements with some unique features like internal stairwells and triple-hinged windows.The City and Suburban complex was also a project for the tenement reform movement. It provided breathing space for the working poor and a habitat in which to recover from tuberculosis. The East River Esplanade offers respite from concrete and brick fronts.
